Of the asbestos-containing wastes arising from the dismantling activities of nuclear facilities, those with radioactive concentrations that do not need to be treated as radioactive substances will be cleared from the nuclear regulatory control. Those will be disposed of or recycled as specially controlled industrial waste based on the Waste Management and Public Cleansing Act. The authors constructed evaluation scenarios according to the treatment manual for asbestos-containing waste and evaluated public exposure doses per year for 33 radionuclides. Based on the evaluated doses, the radioactive concentration corresponding to the dose criteria of 10 Sv/y for clearance was calculated for each radionuclide and scenario. As a result, the evaluated concentration was equal to or higher than the current clearance level. It was confirmed that the application of the current clearance level for asbestos-containing wastes did not affect safety.

The Japan Atomic Energy Research Institute (JAERI) decided to adopt an advanced volume reduction program for low-level radioactive wastes. In this program, inorganic wastes are converted to stable glassy products suitable for disposal by a plasma melting system in the Waste Volume Reduction Facilities (WVRF). In this paper, plasma melting test of crucibles,ceramic filter elements,asbestos,and simulated fly ashes were carried out as a part of technical support for WVRF. The plasma melting treatment was applicable for crucibles and asbestos because homogeneous and glassy products were obtained by controlling of waste and loading condition. It was found that an oxidizing slag is needed for effective melting condition of ceramic filter elements with a plasma torch with inert gas, and controlling of slag components have the potential to stabilize volatile metals such as Zn, Pb in a solidified product in the melting test of simulated fly ash.

We investigated the practices of treatment and disposal of asbestos wastes, which is one of the specially controlled industrial wastes. Based on the results, we constructed the exposure scenario after clearance of asbestos wastes. We calculated the concentrations corresponding to 10 Sv/y to the public for 33 radionuclides and the values were rounded to logarithm. As a result, the rounded concetrations for 33 radionuclides were equal to or less than the current clearance level for metal and concrete.
